1. Project Overview

Ceron Management, as the General Contractor, is soliciting bids from qualified and experienced subcontractors for a comprehensive renovation of six (6) existing bathrooms located at the International Union of Operating Engineers (IUOE) Local 825 facility at 65 Springfield Avenue, Springfield, NJ 07081.

This project requires exceptional coordination and adherence to strict operational parameters to minimize disruption to the occupied facility. Due to the client's critical operational needs, Ceron Management requires an expedited bid and project commencement timeline.

2. Scope of Work (Summary)

The project encompasses a complete renovation of six (6) bathrooms, including, but not limited to, the following trades:

  • Demolition: Controlled removal of existing fixtures, finishes, and non-structural elements. This includes close coordination with Plumbing and Electrical trades for the safe capping of existing, decommissioned plumbing and electrical lines.

  • Carpentry: Wood blocking for fixture support, installation of new drywall, and placement of sound batt insulation within wall cavities.

  • Plumbing: Installation of new rough-in piping and fixtures, with capping of decommissioned lines.

  • Electrical: New lighting, power for new accessories, outlet installation (GFCI), and wiring for updated ventilation systems. This also includes the installation and integration of new fire alarm hardware.

  • HVAC/Mechanical: Upgrades to existing ventilation/exhaust fan systems.

  • Tile Flooring & Walls: Installation of new commercial-grade tile.

  • Painting: Complete interior paint finishes.

  • Ceilings: Installation of new ceiling tile and grid systems.

  • Bathroom Partitions & Accessories: Installation of new partitions and all new ADA-compliant accessories.

3. Key Project Requirements & Constraints

  • Open Shop Labor: This project is an open shop, meaning contractors may use both union and non-union labor. All work must be completed by a skilled workforce in accordance with relevant trade standards and all applicable state and federal labor laws.

  • Work Schedule: The primary work schedule will be nights and weekends to minimize disruption to the IUOE Local 825’s daytime operations. Bidders must factor in all associated costs for overtime and extended hours.

  • Phased Renovation: The project will be phased to ensure continuous availability of restroom facilities for the building occupants.

  • Occupied Building: The facility will remain occupied throughout the renovation. Strict adherence to dust control, noise mitigation, and safety protocols is paramount.

  • Code Compliance: All work shall strictly adhere to the New Jersey Uniform Construction Code (NJUCC) and Americans with Disabilities Act (ADA) Accessibility Guidelines. All fire alarm work must comply with NFPA 72 and local fire department requirements.

  • Permitting & Inspections: All required permits will be obtained from Springfield Township, NJ. Bidders must cooperate fully with Ceron Management for all necessary inspections, including those potentially performed off-hours.

5. Contractor Qualifications

Prospective bidders must demonstrate:

  • Proven experience in similar commercial bathroom renovation projects, particularly in occupied buildings.

  • Financial stability and capacity to complete the project.

  • An excellent safety record.
